What is
Excise Tax?
In the UAE, Excise Tax is applied to all businesses involved in manufacturing, importing, and warehousing of products deemed harmful to health — including alcohol, tobacco, e-cigarette devices and liquids, carbonated drinks, energy drinks, and sweetened beverages.
Introduced under Federal Decree-Law No. 7 of 2017, excise tax aims to reduce consumption of health-impacting products and promote public well-being, while generating revenue for government services.

Excise Tax Rates
on Products
Different excise goods attract different tax rates in the UAE, based on their level of harm to public health.
Tobacco Products
All tobacco goods including cigarettes, cigars, and loose tobacco are taxed at 100% of the retail selling price.
E-Cigarettes & Liquids
Electronic smoking devices, vapes, and all associated liquids are subject to a 100% excise tax rate.
Energy Drinks
Beverages marketed as energy drinks containing stimulants like caffeine, taurine, or similar substances attract a 50% tax.
Sweetened Beverages
Any beverages with added sugar or sweeteners, including juices and flavoured drinks, carry a 50% excise tax rate.
Carbonated Drinks
Aerated water and carbonated soft drinks — excluding unflavoured sparkling water — are taxed at 50%.
Alcohol
Alcoholic beverages are subject to a 100% excise tax, in addition to applicable VAT and municipality levies.
Which Products Require
Excise Tax Filing?
If your business imports, manufactures, warehouses, or releases any of the following products in the UAE, excise tax registration and filing is mandatory.
Tobacco Goods
Cigarettes, cigars, shisha tobacco, and all tobacco-related products
Liquid & Devices for E-Cigarettes
Vaping devices, e-cigarettes, and all associated e-liquids and cartridges
Alcohol
All alcoholic beverages including beer, wine, spirits, and mixed drinks
Carbonated Drinks
Fizzy soft drinks, sodas, and other aerated beverages (excluding plain sparkling water)
Energy Drinks
Drinks marketed as energy-boosting, containing caffeine, taurine, or stimulants
Sweetened Beverages
Any beverages with added sugar or sweeteners, including juices and flavoured drinks

Excise Tax Filing
Requirements
Excise tax filing is required monthly. Businesses must report and remit the tax accurately to the FTA within the stipulated timeframes to avoid penalties.
Monthly Filing Obligation
Excise tax returns must be submitted every month to the Federal Tax Authority. Late submissions result in FTA administrative penalties starting at AED 1,000.
What Must Be Reported
Businesses must report all taxable imports into the UAE, locally manufactured excise goods released for consumption, and goods released from Designated Zones.
Who Must Register
Any business that imports, produces, or releases excise goods for consumption in the UAE — or stocks excise goods in excess of the quantities prior to the tax — must register with the FTA.
